Mr. Devon Rowe

Executive Director, Caribbean Centre for Development Administration (CARICAD)
Former Financial Secretary Ministry of Finance and the Public Service


Mr. Rowe is currently the Executive Director of CARICAD. He is a Regional Transformational advocate who believes that nations of the Caribbean should embrace transformation as a philosophy and practice not only to improve service to the people the Caribbean but as a commitment to efficiency, effectiveness and propriety at the national level. His goal is for CARICAD to be the region’s focal point for transforming and modernizing the public sectors of Member States and to better formulate and implement public policy towards the achievement of sound Governance.

In 2014 he was acknowledged for his work and contribution to public service by the Government of Jamaica and received the Order of Distinction, Commander Rank. A career public servant, he was appointed Permanent Secretary in the Ministry of Local Government and Community Development in 2005, where he played a lead role in Local Government Reform in Jamaica. In 2010 he was assigned as Director General in the Ministry of Finance and the Public Service, with main responsibility to centralize treasury management operations. Between 2011 and 2012, he performed dual roles as he served briefly as Commissioner at the Jamaica Customs Department and Director General of the Ministry of Finance and the Public Service. 

Mr. Rowe served as Financial Secretary in the Ministry of Finance and the Public Service between 2012 and 2016 and under his leadership the Government improved Public Financial Management and met all conditionalities under the Extended Fund Facility with the International Monetary Fund.
